Greater Manchester TIF Submission
In 2006 the Department for Transport invited all local authorities in England to bid for funds from the newly created Transport Innovation Fund (TIF) to support innovative solutions for improving public transport and tackling congestion problems.
The Association of Greater Manchester Authorities (AGMA) and the Greater Manchester Passenger Transport Authority (GMPTA) made a joint submission for TIF funding in July 2007. In the interim period these proposals have been further developed and refined to reflect local requirements and to meet the Department for Transport’s approval criteria for entry into the Transport Innovation Fund Programme.
In early June 2008, the Department for Transport (DfT) announced the Greater Manchester bid has been awarded programme entry status.
Although this is only the first of a three stage approval process, in principle, this means the Government has agreed a package of local transport initiatives for Greater Manchester worth up to £3 billion. Over the coming months further work will be undertaken to develop some of the schemes within the overall package and to meet the conditions and key activities identified in the Department for Transport’s approval notice of 9th June 2008.
As programme entry status has been received, an edited version of the TIF bid is now available from the link below. This does not include all the bid documentation some of which is commercially sensitive, comprises work in progress or, remains in the process of being assessed. However, the GMPTA will be reviewing all the information submitted to the DfT in support of the bid with a view to further publication in the near future.
In addition the letter below to DfT summarises the key changes made since the TIF bid was submitted in July 2007. Some information, including the Annexes, have been redacted as these contain commercially sensitive information.

Updated information on aspects relating to the rationale for, content of and delivery programme for the TIF strategy has been published as part of the current consultation exercise and is available at www.gmfuturetransport.co.uk.
